PRADHAN MANTRI AWAS YOJANA – URBAN (PMAY-U)
1. Overview
The Pradhan Mantri Awas Yojana – Urban (PMAY-U) is a flagship housing programme of the Government of India, launched on 25 June 2015 by the Ministry of Housing and Urban Affairs (MoHUA). The programme was introduced with the broad vision of “Housing for All” and aims to improve access to affordable, adequate and permanent housing for eligible households in urban areas.
The original PMAY-U was designed to address the housing requirements of different income groups, particularly Economically Weaker Sections (EWS), Lower Income Groups (LIG) and Middle Income Groups (MIG). It recognised that urban households have different housing needs depending upon their income, availability of land, existing housing conditions and ability to access housing finance.
To address these different requirements, PMAY-U adopted multiple housing-delivery mechanisms, including beneficiary-led construction, affordable housing projects, slum redevelopment and housing-finance support.
Building on the experience of the original PMAY-U, the Government introduced Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0). The new phase was approved to support 1 crore eligible urban poor and middle-class families over a five-year period beginning 1 September 2024.
PMAY-U 2.0 provides a comprehensive framework under four principal verticals:
Beneficiary Led Construction (BLC)
Affordable Housing in Partnership (AHP)
Affordable Rental Housing (ARH)
Interest Subsidy Scheme (ISS)
The official PMAY-MIS portal states that government assistance under PMAY-U 2.0 can be up to ₹2.50 lakh per unit, subject to the applicable vertical, eligibility requirements and scheme conditions.
The programme is not limited to construction of houses. It also seeks to promote basic civic amenities, women's ownership or co-ownership, affordable housing finance, digital monitoring, transparency and improved living conditions.
PMAY-U therefore represents both a housing programme and an important social-development initiative. A permanent and secure house can improve household stability, safety, health, dignity and economic security.
Objectives of PMAY-U
Provide affordable and adequate housing to eligible urban households.
Promote pucca housing with safe, permanent and durable structures.
Support EWS, LIG and eligible MIG households through appropriate housing assistance.
Reduce the urban housing shortage by increasing affordable housing availability.
Promote women’s empowerment through house ownership or co-ownership.
Improve living conditions by supporting housing with basic civic amenities.
Facilitate affordable housing finance through eligible interest subsidy support.
Promote affordable rental housing for households requiring rental accommodation.
Ensure transparency and efficiency through digital systems, MIS, geo-tagging and online monitoring.
Advance the goal of “Housing for All” by providing sustainable and inclusive urban housing solutions.3. Eligibility under PMAY-U 2.0
PMAY-U 2.0 is intended for eligible families living in urban areas who satisfy the conditions prescribed under the scheme.
3.1 Income Categories
The principal beneficiary categories include:
Economically Weaker Section (EWS):
EWS households are an important target group, particularly under direct housing-assistance components such as Beneficiary Led Construction.
Lower Income Group (LIG):
LIG households are eligible under applicable PMAY-U 2.0 components, subject to prescribed income and other conditions.
Middle Income Group (MIG):
MIG households are included within the PMAY-U 2.0 framework, particularly for applicable housing-finance assistance under the Interest Subsidy Scheme.

3.2 House Ownership Condition
As a general PMAY-U 2.0 eligibility condition, an eligible family should not own a pucca house anywhere in India in the name of the beneficiary or any member of the beneficiary family, subject to the conditions and exceptions specified in the official guidelines.
3.3 Definition of Beneficiary Family
For PMAY-U 2.0 purposes, the beneficiary family generally comprises:
Husband
Wife
Unmarried sons
Unmarried daughters
Eligibility is ultimately determined through the prescribed verification process and applicable government guidelines.
3.4 Preference to Vulnerable Groups
PMAY-U 2.0 provides preference to several vulnerable and special-focus groups, including:
Widows
Single women
Persons with Disabilities
Senior citizens
Transgender persons
Scheduled Castes
Scheduled Tribes
Minorities
Other weaker and vulnerable sections
Special attention is also provided to groups such as Safai Karmis, street vendors covered under PM SVANidhi, artisans covered under PM Vishwakarma, Anganwadi workers, Building and Other Construction Workers, and residents of slums/chawls, subject to applicable scheme provisions.
3.5 Component-Specific Eligibility
Eligibility also depends upon the PMAY-U 2.0 vertical under which assistance is sought.
BLC: Generally intended for eligible EWS families having suitable land for construction of a new pucca house.
AHP: Intended for eligible beneficiaries purchasing affordable houses developed under approved public/private partnership projects.
ARH: Intended to provide affordable rental housing solutions to eligible urban households and target groups.
ISS: Intended for eligible households taking housing loans for purchase or construction of a house, subject to applicable income, loan, property and other conditions.
